Alaska Village Air Quality Mini-grant Projects

Alaska Inter-Tribal Council (AITC) is currently accepting applications for funding to support air quality projects during calendar year 2008. Funding amounts will be up to $7,000 and will be awarded through a competitive process to approximately 3 to 8 Alaska Native villages. Selected proposals will reflect community efforts to reduce risks from air pollution in Alaskan Native Villages.
Deadline: Postmarked or submitted electronically by May 16, 2008

Only one proposal per village will be considered. Once the winning proposals have been selected, additional information may be requested by the AITC, so it is important to clearly note on your cover sheet the appropriate contact person regarding the proposal. Requests may include staff time and supplies.

1. Need for an Air Quality Village Project (20 pts)
Describe the current air quality needs and/or problems and explain how this project will help your community in the future. First priority will be given to those Tribes who have demonstrated need and/or experience with environmental outreach or air pollution mitigation.

2. Project Description (10 pts)
Outline the proposed steps and activities for carrying out the project. Describe how this funding will improve the conditions of your community and address resident concerns. This is your community’s opportunity to be engaged in designing and developing educational materials or a strategy to address air pollution issues impacting the community. Explain how the community will be engaged in the planning process and development of the project.

3. Project Timeline (5 pts)
Show the timeline with milestones that will be used to complete your mini-grant by December 31, 2008, including benchmarks/milestones, tasks, and activities with dates.

4. Project Capacity (10 pts)
Describe the qualifications of the person and/or organization that will be managing this project. Please, list previous outreach, education, grant management and and/or reporting experience and results/success. Briefly describe the existing Tribal accounting system that would be tracking expenditures and providing financial statements to the AITC program manager. Include any other information that will demonstrate the ability to successfully complete the proposed plan.

5. Measures of Success (5 pts)
Clearly describe the results and outcomes that you expect to gain from this project. Explain how others in your community, region, or state may benefit from your plan.

6. Itemized and Narrative Budget (10 pts)
Your request cannot exceed $7,000. A total project cost may exceed $7,000, but your request for funding from AITC cannot exceed $7,000. Include both a narrative budget that describes each budget line item, as well as a separate sheet that shows an itemized budget. Specify project costs by item (salary, travel, supplies, equipment, and miscellaneous categories). Indirect cost items should be included as individual line items.
